Progress report on the S3 development in the region of Észak-Alföld, Hungary

In accordance with the request of the European Commission towards member states to develop smart specialization strategies for the upcoming financial period of 2014-2020, the Ministry for National Economy – as the entity responsible for EU negotiations – entrusted the National Innovation Office and the Regional Innovation Agencies to develop these strategy documents for county, regional and national levels, following the methodological guidelines of the Joint Research Institute of the European Commission delivered through the S3 platform. In the counties of Szabolcs-Szatmár-Bereg, Hajdú-Bihar and Jász-Nagykun-Szolnok, INNOVA Észak-Alföld Regional Innovation Agency began the strategy-development process on 1 February, 2013, and in line with the expectation of the Ministry and the National Innovation Office carried it out by the end April, while building on the since 2012 ongoing county level strategy development processes.

European Regional Competitiveness Index 2013

The Regional Competitiveness Index (RCI) was developed to measure the different dimensions of competitiveness at the regional level. The first edition was published in 2010. RCI 2013 reveals a strong regional dimension of competitiveness, which national level indicators cannot capture. The RCI shows the strengths and weaknesses of each of the EU NUTS2 regions. It can provide a guide to what each region should focus on, taking into account its specific situation and its overall level of development.

This report from the EU Commission draws lessons from the comparison of the research and innovation policy mix implemented in the EU27 countries plus Norway and Switzerland with their innovation performance. The analysis uses the description of research and innovation policy measures which the INNO-Policy TrendChart and ERAWATCH have collected and the performance indicators of the Innovation Union Scoreboard (IUS), previously called the European Innovation Scoreboard. The period under scrutiny is 1999-2011.
