Since 2008, the UK’s economic debate has largely been about short-term recovery. The argument has focused on which of two options will end the recession: Plan A or Plan B, austerity or stimulus. But neither addresses the UK’s longer-term growth prospects. Growth depends on innovation — our ability to generate and adopt new knowledge and ideas. Decades of research have shown that innovation is the most important driver of long-term productivity and prosperity, and that innovative businesses create more jobs and grow faster. Progress of the RIS in the French PACA region

The region Provence-Alpes-Côte d’Azur (PACA) is a French region located in the south-east of the country.
Like other French regions PACA acquired autonomy and responsibilities in defining the local economic strategy only recently compared to other European regions. PACA is consequently a relative beginner in the management of the economic strategy. Thus, the cluster policy set up in 2005, and the RIS experience later on, represented two key milestones in the innovation policies design learning process.

First European Public Sector Innovation Scoreboard published

Following the Europe 2020 Innovation Union flagship initiative, the European Commission launched a pilot European Public Sector Innovation Scoreboard (EPSIS) with a view to improving the ability to benchmark the innovation performance of the public sector in Europe. The ultimate ambition is to capture and present public sector innovation in a similar way to countries’ innovation performance in the Innovation Union Scoreboard (IUS) and thereby encourage and facilitate innovation activity across the public sector. The 2013 pilot EPSIS is the first EU wide attempt to better understand and to analyse innovation in the public sector. It was developed based on the experience of earlier national and regional projects, tested widely and discussed with a number of key relevant experts.

Guidebook Series: "How to support SME Policy initiatives from Structural Funds"

The guidebooks currently being prepared and disseminated by the European Commission are based on the sound knowledge and rich experience that DG Enterprise and Industry has acquired in the field of SME Policy analysis, development and implementation. These guidebooks offer inspiration, tested examples, practical help and hands-on advice gathered by SME Policy expert groups. Many of the best practices identified by these expert groups need financial support for their implementation for which financing by structural funds (ERDF and ESF) is available, in particular also at regional level.

Involving enterprises in the design of a RIS3 strategy

The RIS3 strategy is based on the enterprise and public sector discovery process. The critical issue is how to identify in which enterprises, or in which industry or service sector such a discovery process is currently vibrant or it will emerge in the near future.

Towards an Action Plan for Entrepreneurs' and Enterprise Organizations' Involvement in the RIS³ Process

On the 8th of November 2012, JRC-IPTS, DG REGIO, DG ENTR, EURADA and UEAPME hosted an event on SMEs and Smart Specialisation in Brussels. The event informed on and discussed possibilities for SME involvement in smart specialisation strategy development (RIS3) and their implementation. This is the resulting action plan.
